Administration Department

The Administration Department is located at City Hall.  The department is responsible for services including finance, auditing, assessment, taxation, licenses, grants, property sales, building permits, RCMP, fire department, emergency measures organization, parking and traffic regulations, public housing, insurance, and health and welfare services.

Assessment
Property tax in Humboldt is determined by the assessed value placed on land and buildings and the millrate as determined by City Council and the Humboldt city school systems.

2013 was a reassessment year in Saskatchewan.  Working with the Saskatchewan Assessment Management Agency (SAMA), the City was required to update and capture the change in property values caused by growth in the province.  Further information about SAMA, including the option to view property assessments online, can be found on their website www.sama.sk.ca.

Mill rates
The Mill Rate for the year 2014 for municipal purposes is 15 mills. 

The Province sets tax policy for the Education Property Tax, including the setting of province-wide mill rates to calculate the education tax for all properties.  For further information on the education tax and 2014 education mill rates, please contact the Province of Saskatchewan at www.education.gov.sk.ca/Finance/Education-Property-Tax or call 1-866-984-8577.

Tax Notices
Please note the City of Humboldt's property tax prepayment discount has been discontinued.  The discontinuation of the discount comes after the provincial government announced that municipalities would no longer have the authority to apply a prepayment discount to education property taxes. 
The City had previously offered a discount for payments made by January 31 of the following year.  

Official tax notices are sent out May / June.  Any outstanding amounts receive a monthly penalty of 1% on August 1st through December 1st.  Accounts outstanding from previous years are charged a 10% penalty on January 1st of the current year.

Utilities
The City of Humboldt manages water / sewer utilities for the municipality including meter reading, utility billing and collection, connection and disconnection of services, and account inquiries.  Each billing cycle covers a period of approximately two months, with utility bills mailed the third week of your billing month.  

New accounts need to contact City Hall to sign up for utility services.  If you are moving, contact City Hall at least two full business days before your move so that your account can be closed and/or transferred.  You are responsible for all charges until the account is closed.

Tax Installment Payment Plan (TIPPS)
Taxpayers of the City of Humboldt have the opportunity to amortize the payment of property taxes over 12 months through the pre-authorized payment plan. This program is available to taxpayers at no additional cost. The payments are made monthly through automatic withdrawals from your financial institution with no discounts or penalties applied. Water and sewer users also have the opportunity to pay their utility bills monthly through a pre-authorized payment plan. This program is available at no additional cost. Mobility Van
The Mobility Van Service is provided by the City of Humboldt in an effort to provide adequate transportation to disabled people.  All disabled persons living in Humboldt and district are eligible to make use of this transportation service.
