Administration Department The Administration Department is located at City Hall. The City Manager is responsible for coordinating and directing the administrative organization of the city, in accordance with the policies and procedures established by Council.
The City Manager ensures that the bylaws and resolutions of Council are implemented and administered by the appropriate city department. He acts as the public relations officer for non-elected personnel to create a favorable climate between city administrations and the community.

Property tax in Humboldt is determined by the assessed value placed on land and buildings and the millrate as determined by City Council and the Humboldt city school systems.
The City of Humboldt has implemented a $265 base tax for all improved residential property except for apartments. A $500 minimum tax has also been implemented for commercial property with improvements. The Uniform Mill Rate for the year 2009 for municipal purposes is 17.99 mills. Tax Installment Payment Plan (TIPPS)
Taxpayers of the City of Humboldt have the opportunity to amortize the payment of property taxes over 12 months through the pre-authorized payment plan. This program is available to taxpayers at no additional cost. The payments are made monthly through automatic withdrawals from your financial institution with no discounts or penalties applied. Building Inspection & Licensing Department
The Building Inspection and Licensing Department is responsible for the licensing of all non-resident businesses entering the City, the licensing of all home based businesses in the City and the licensing of direct sellers.

Building officials ensure compliance with the National Building Code provisions and local bylaws. Business and home owners in contravention of local bylaws and standards will be served orders to ensure the community maintains a safe and healthy environment. Animal Control The City of Humboldt Dog and Cat Control Bylaw stipulates that all dogs and cats over the age of three months require an annual license, which expires at the end of the calendar year. The annual license fee for each animal is $20.00. On application for the license where the owner provides a veterinarian's certificate stating that the animal has been neutered or spayed, the license fee will be reduced to $10.00 per year. Should a dog or cat be found running at large within the City limits, the animal will be taken to the local SPCA, located on Hwy #5 East. If the animal has a license, the owner will be notified that the animal has been found and is waiting to be picked up. However, if the animal does not have a specific owner the animal is kept for 72 hours and then may be adopted out to a new family.

Economic Development & Tourism Department
The Economic Development & Tourism Department is responsible for ensuring long term growth and prosperity by building and maintaining partnerships, increasing our assessment base and insuring that our infrastructure and services are in place. The department is also responsible for the development and marketing of tourism and raising the profile of the City of Humboldt.
Services carried out by the department include community profiling, information gathering for market research, facilitation of new development opportunities, marketing and public relations, maintenance of the City of Humboldt website, providing visitor and relocation information, overseeing City of Humboldt merchandise, managing the Community Tourism Plan, and acting as a resource for the community. The Economic Development & Tourism Department is located in the Willkommen Centre at 601 Main Street. Leisure Services Department
The Leisure Services Department is responsible for the operation of the city's facilities, parks, programs and special events.
The Uniplex is Humboldt's main recreation facility and is located on Highway 5 West (photo at right). The facility includes the Humboldt Aquatic Centre, Elgar Petersen Arena, a six-sheet Curling Rink, and Community Centre with meeting rooms and banquet hall. The Leisure Services Department maintains 198 acres of parks and green space throughout the community. This includes mowing, tree pruning, weed control, fertilizing, litter control, playground maintenance and baseball diamond maintenance.
The Historical Park Campground is located on Highway 5 East, next to the Tourist Information Centre. The park features 17 electrical sites and 3 non-electrical sites.
The Leisure Services Department attracts many visitors to the city through programs and special events. Activities taking place throughout the year include Canada Day Celebrations, Humboldt Polkafest, and Humboldt Summer Sizzler & Rodeo.
The Leisure Service Department has many full time, part time and seasonal staff working throughout various areas including aquatics, ice rink, parks, concession, hall, programs, and administration. The Leisure Services staff are here to service the needs of the community and our patrons. Centennial Park Master Plan The Project is intended to provide a Master Plan for the future development of Centennial Park. A Consultant will provide consulting services to develop a Master Plan for Centennial Park Grounds which is 49.705 acres, the North boundary by 8th Avenue (Glenn Hall Drive), the South boundary 5th Avenue, the East Boundary 17th Street and the West boundary of Peck Road and presently includes the Uniplex (Multi Purpose Recreation Facility) and amenities.

Cemeteries The City of Humboldt operates two cemeteries. The Public Cemetery is located north on Hwy #20. The St. Augustine Cemetery is located east on Hwy #5. Planning & Engineering / Works & Utilities Department The Works and Utilities Department has three main areas of responsibility: Transportation Division - includes streets and road maintenance, drainage, signage, traffic lights, airport (photo at right), and equipment maintenance and repair. Utilities Division - includes water and sewer maintenance, water treatment plant, maintenance of six lift stations and lagoon, and water meters. Engineering Division - includes engineering services and planning. The basic infrastructure is in place to accommodate the City of Humboldt's existing and future population, residential areas and new developments, and commercial and industrial growth. Fully-treated water is provided to the city by Saskatchewan Water Corporation, which draws the water from the South Saskatchewan River and distributes it to Humboldt and surrounding communities. Sewage treatment is provided by a lagoon system, which has a treatment capacity to a population of 8,000. A water meter deposit is required before water and sewer services can be connected. The meter deposit varies with the size of the meter. Typically, most residents have a 5/8 inch meter and adaptor and the water meter deposit for this size of meter is $140. This deposit is retained until the resident moves out of the city. For those changing addresses within the city there is a $20 transfer fee. Residential water consumtion is billed every two months.
