MINUTES OF THE REGULAR MEETING OF COUNCIL HELD

CALL TO ORDER:

Mayor Dennis Korte called the meeting to order at 7:30 p.m.

That the minutes of the Regular Meeting of Council held April 8, 2021 be approved as recorded and circulated.

TOURISM AWARENESS WEEK:

WHEREAS June 1 to 7, 2003, has been declared �Tourism Awareness Week� by Tourism Saskatchewan;


AND WHEREAS tourism has been recognized in the
Province of Saskatchewan �Partnership For Renewal� Economic Plan as one of the six leading industries;

 

AND WHEREAS an estimated $1.3 billion is spent by visitors to and within the province providing 60,700 full-time and part-time jobs;

 

AND WHEREAS tourism is Saskatchewan�s fourth largest export industry after agricultural, mining and manufacturing;

 

AND WHEREAS the definition of the tourist is anyone travelling away from home for the purpose of business or pleasure or to visit friends or relatives, either overnight or from a distance of more than 80 kilometres, is considered a tourist;

 

AND WHEREAS visitors to the City of Humboldt area spent an estimated $14.0 million directly in the Humboldt constituency in 2001;

 

AND WHEREAS all Humboldt residents are urged to become involved in tourism activities to show their community and personal commitment to the attractions and destinations within the Province of Saskatchewan;

 

BE IT RESOLVED that the week of June 1 to 7, 2003 be declared �Tourism Awareness Week� in the City of Humboldt.

ADMINISTRATION AND PROTECTION COMMITTEE MINUTES:

That the minutes of the Administration and Protection Committee Meeting held April 14, 2021 be accepted for information.

DISABILITY VAN POLICY:

That we approve the Administration Committee�s recommendation to amend the Disability Van Policy effective May 1, 2021 as follows:

 

1. ������� Increase the passenger per round trip rate from $3.50 per ����������� passenger to $5.00 per passenger ($1.75 each way to $2.50 ����������� each way) within City limits.

 

2. ������� Increase the mileage rate from $0.20 per kilometre to $0.50

����������� per kilometre outside City limits.

 

3. ������� Delete the discounted rate of $1.50 per passenger if four or ����������� more people are delivered at one destination.

 

4. ������� Incorporate a driver�s standby charge of $10.00 per hour if ����������� the driver has to wait for a person at an appointment or ����������� function.

LEISURE SERVICES COMMITTEE MINUTES:

That the minutes of the Leisure Services Committee Meeting held April 15, 2021 be accepted for information.

SKATEBOARD CLUB � DONATION OF LAND:

Doepker/Malinoski

That we approve the recommendation of the Leisure Services Committee to have the Director of Leisure Services determine a location at Centennial Park to give to the Skateboard Club for their permanent use.

 

 

 

 

 

 

 

 

 

 

 

Further, that the Club be informed that the City will show their support with the donation of land on the condition that the Club presents the City with the development plan and fundraising initiative for a skateboard park.

ARENA SOUND SYSTEM:

That we approve the recommendation from the Leisure Services Committee to engage the services of Mr. Al Vickaryous from Barn Dog Music to present a possible plan to improve the sound system in the Elgar Petersen Arena.

CAPITAL TRUST FUND:

That the City of Humboldt abolish its Capital Trust Fund, transfer the cash balances from the fund to reserves and pay out all existing bank loans.

That the City Commissioner�s Report to April 22, 2003 be accepted for information.

PECUNIARY INTEREST:

Mayor Dennis Korte declared a pecuniary interest in the following matter and left the Council Chambers at 8:05 p.m.

That cheque number 16973 payable to Graphic Arts Printing in the amount of $396.63 be approved for payment.

That the accounts payable for the period ending APRIL 22, 2021 and as represented by general cheque numbers 16907 to 17084 inclusive, and as filed in the Accounts Payable Register be approved for payment.

That the City of Humboldt hereby be authorized to enter into the Contribution Agreement with Her Majesty, The Queen, in the Right of Canada as represented by the Minister of Agriculture for the Prairie Grain Roads Program;

 

That the Mayor and the City Commissioner, be and they are, hereby authorized to sign and execute the Articles of Agreement necessary to give effect to the same on behalf of the organization and to affix their corporate seal thereto.
