CALL TO ORDER:

Mayor Dennis Korte called the meeting to order at 7:32 p.m.

That the minutes of the Regular Meeting of Council held May 14, 2021

be approved as recorded and circulated.

DELEGATION -

SUNSET ESTATES:

Mr. Ron Loudoun, owner of the Sunset Estates, Mr. Joe Therres, Manager of Sunset Estates and a number of residents living in Sunset Estates were in attendance at the meeting to discuss the increase to the mobile home license fees due to the implementation of the minimum tax.Mr. Loudon indicated that the residents of Sunset Estates do not receive the same services as other citizens of the community and therefore, requested that a different amount of minimum tax be used to calculate the mobile home fees or that the amount of minimum tax be phased in over a period of time.Mr. Therres indicated that the residents of the trailer park do not receive the following services:

1.         Snow Removal

2.         Street Sweeping

3.         Compost Pick-up

4.         They also pay for their own streetlights.

Mr. Louden indicated that he also had some problems with the sewer on this property and has incurred approximately $3,000.00 trying to rectify that problem.He indicated that they have trailers in the R.M. of Blucher and that that municipality charges their mobile home fees based on a square footage rate rather than an assessment.Their rate for a one thousand square foot trailer was $36.00 per month.In Melville their flat rate for mobile home license fees is $27.00 a month.Mr. Loudoun indicated that he wants to create more business in the community and encourage people to move here.

That the statement of operations for the Humboldt and District Mutual Aid Area for the year ended Dec. 31, 2001 be accepted for information.

That the letter from Allan Rock, Minister of Industry regarding the implementation of Canada�s Innovation Strategy be accepted for information.

That we approve the proposed subdivision of Lot 32, Block 106, which is part of the southwest quarter section 30-37-22-W2M as outlined in a preliminary survey dated April 30, 2021 as prepared by George, Nicholson, Franko and Associates Limited.

That the letter and financial statement from the Saskatchewan Housing Corporation indicating the municipalities� cash share for the 2001 Housing Project be accepted as information.

AUDITED FINANCIAL STATEMENT:

That the Audited Financial Statement for the year ending December 31, 2020 be approved as presented.

HUMBOLDT AND DISTRICT FIRE PROTECTION ASSOCIATION-

CITY FIRE TRUCK:

Malinoski/Cash:

That the City of Humboldt accept the Humboldt and District Fire Protection Association�s proposal to assume ownership of the City�s fire truck at a cost of $68,863.20 which represents 35% of the cost of the truck based on the per capita levies assessed for the District.

 

Further, that the City agrees that the Humboldt and District Rural Fire Protection Association shall be responsible for the following:

 

1.The cost to convert the 2001 fire truck to a pump and roll system.

2.      The repairs to the brakes of the 1987 rural fire truck prior to transfer of

����� ownership to the City.

3.Future repairs to the 2001 fire truck.

 

Furthermore, it is agreed that the City will be responsible for the repairs of the 1987 truck and that the utilization of both fire trucks shall be under the control of the Fire Chief.

That we approve the request from the Humboldt Seniors Club to have a small parade on Monday, June 3, 2002 at 9:30 a.m.

SUNSET ESTATES � MINIMUM TAX:

That the matter of minimum tax for the trailers located in Sunset Estates be tabled to the regular meeting of Council to be held June 25, 2020.Further, that Administration obtain information from other communities as to how they calculate their mobile home license fees and that the Works and Utilities Director provide a report regarding the possible implications of providing additional services to the trailer park.
