CALL TO ORDER:

Mayor Korte called the meeting to order at 7:32 p.m.

REPORT FROM CITY CLERK – AMENDMENTS TO SMOKING BYLAW:

Doepker/Winkel

That Administration be directed to provide an amendment to the City’s Smoking Bylaw for Council’s consideration at the next Regular Meeting to include the following provisions:

 

1.         Ashtrays Prohibited – Every proprietor of a place or             premises mentioned in Subsection 4(1) shall ensure that             ashtrays and similar products associated with the use of             tobacco are not available for use in the place or premises.

 

2.         Obstruction, False Statements, etc., Prohibited – No             person shall obstruct or hinder a bylaw enforcement officer             who is acting pursuant to the authority of this Bylaw. 

 

            No person shall knowingly make a false or misleading             statement to a bylaw enforcement officer or produce a false             document or thing to a bylaw enforcement officer.

 

3.         Further, that the definition of restaurant be amended to             include the word “enclosed” in front of the word “lounge” and             in front of the word “area”.

CITY COMMISSIONER’S REPORT – TOUR BUS COMPANIES:

Eaton/Weyland

That we approve the recommendation from the Interim City Commissioner to advise Ms. Fran Meteychuk that tour buses are not allowed to pick up or drop off passengers at her or any other residence in the City; however, that she be advised that the City would be prepared to allow her to utilize the parking lot at the Uniplex for loading and unloading passengers.

TRAFFIC BYLAW:

Eaton/Doepker

That Administration conduct a review of the City’s Traffic Bylaw in conjunction with the appropriate committee.

ESTABLISHMENT OF SUB CLASSES:

Doepker/Weyland

That the City of Humboldt in the Province of Saskatchewan in accordance with Section 254 of The Cities Act hereby establish the following sub classes for the purpose of establishing tax rates;

 

RA – Residential Apartment Class

 

1.         Under the Residential Class as defined in Section 12(c) of

            C-11-1 of Regulation 1 of The Cities Act, a sub class called

            RA – Residential Apartment shall be established and shall             include all of those properties currently classed as Residential             (R) and which contain 4 or more self-contained dwelling units             except any parcel or unit defined as a condominium within the             meaning of the Condominium Property Act, 1993 that is used             or intended to be used for residential purposes.

 

MA - Multi-Residential Apartment Class

 

2.         Under the Multi-Residential Class as defined in Section 12(d)             of C-11-1 of Regulation 1 of The Cities Act, a sub class called             MA – Multi-Residential Apartment shall be established which             includes all land and improvements designed and used for or             intended to be used  for or in conjunction with a residential             purpose and to accommodate 4 or more self-contained             dwelling units except any parcel or unit as defined as a             condominium within the meaning of the Condominium Property             Act, 1993 that is used or intended to be used for residential             purposes.

That Mr. Bernard Ortman be appointed to the Reid-Thompson Public Library Board for a term ending January 31, 2005.

COMMUNITY EVENTS PERMIT – DEMOLITION DERBY:

Doepker/Eaton

That we approve the application from the Humboldt Jr. Chamber – Jaycees for a community events permit for the Demolition Derby to be held Sunday, June 6, 2021 between the hours of 2:00 p.m. and 2:00 a.m. at the Centennial Park Grounds.

 

                                    Motion Carried. 

 

 

SPECIAL EVENTS COORDINATOR POSITION:

Winkel/Eaton

That the part time position of Special Events Coordinator be established as a full time position effective immediately.
