MINUTES OF THE REGULAR MEETING OF COUNCIL HELD

CALL TO ORDER:

Mayor Dennis Korte called the meeting to order at 7:31 p.m.

REID-THOMPSON PUBLIC LIBRARY BOARD MINUTES:

That the Minutes of the Reid -Thompson Public Library Board meeting held February 14, 2021 be accepted for information.

REACT MINUTES:

That the minutes of the REACT Waste Management District Authority Board meeting held Jan. 23, 2002  be accepted for information.

FCM  MEMBERS ADVISORY:

That the Members Advisory from the Federation of Canadian Municipalities expressing the members concern about the effects of international trade negotiations on municipal powers be accepted for information.

HCI ALUMNI ASSOCIATION – RENT REDUCTION:

 

Weyland/Tuchscherer:

That the request from the Humboldt Collegiate Institute Alumni Association for a reduction in rent at the Elgar Petersen Arena for the Humboldt Collegiate Reunion be denied.

                                                            Motion Carried.

 

K.  GIROLAMI – HOSHIZAKI -  SNOW REMOVAL:

Doepker/Weyland:

That the letter from Kim Girolami-Hoshizaki  regarding snow removal on Heidgerken Crescent be accepted for information.

2002 SASK. RURAL ECONOMIC OPPORTUNITIES CONFERENCE:

Malinoski/Doepker:

That any interested Councilors be authorized to attend the 2002 Saskatchewan Rural Economic Opportunities Conference to be held March 20 and 21, in the Saskatoon Centennial Auditorium and Convention Centre.

ADMINISTRATION COMMITTEE MINUTES:

That the minutes of the Administration, Promotion and Protection Committee meeting held Feb. 15, 2002 be accepted for information.

That the Minutes of the Humboldt & District Museum & Gallery Board meeting held Feb. 12, 2002 be accepted for information.

REVENUE AND EXPENDITURE STATEMENT:

That the Revenue and Expenditure Statement  for the month of January 2002 be adopted as presented.

PECUNIARY INTEREST:

Mayor Dennis Korte and Alderman Leon Doepker declared a pecuniary interest in the following matter and left the Council Chambers at 7:56 p.m.

Deputy Mayor Darlene Cash assumed the Chair at 7:56 p.m.

 

PAY ACCOUNT:

That cheque no. 11972 in the amount of $9.04 payable to Graphic Arts Printing be approved for payment.

That cheque no. 11974 in the amount of $253.14 payable to True Value be approved for payment.

That the Accounts Payable for the period ending Feb. 26, 2002 as represented by general cheque numbers and payroll cheque numbers 11907 to 12094 inclusive and as filed in the accounts payable register be approved for payment.

BYLAW NO. 04/2002:

Weyland/Malinoski:

Resolved that Bylaw No. 04/2002 being a Bylaw to Amend the Zoning Bylaw be introduced and read a first time.

BYLAW NO. 04/2002:

Doepker/Tuchscherer:

Resolved that Bylaw No. 04/2002 being a Bylaw to Amend the Zoning Bylaw be read a second time.

BYLAW NO. 06/2002:

Resolved that Bylaw No. 06/2002 being a Bylaw to Repeal a Previous Bylaw be introduced and read a first time.

WAPITI REGIONAL LIBRARY BOARD APPOINTMENTS:

Cash/Hauber:

That Beverly Weyland and Lesley Nordick be appointed to Wapiti Regional Library Board for a two year term ending January 31, 2021.

 

                                                            Motion Carried.

 

TRANSFER OF RESERVES:

Tuchscherer/Weyland:

That $60,000 be transferred from the 2001 Surplus account to the Utility Reserve account.

                                                            Motion Carried.

 

APPLICATION TO MOVE-IN HOUSE:

Doepker/Malinoski:

That we approve the request from Richard Craddock to move a house from Pilger to 608-3rd Street upon the condition that the windows are repaired and the house and trim are painted.

 

                                                            Motion Carried.

LOCAL IMPROVEMENTS:

Tuchscherer/Weyland:

That application be made to the Local Government Committee of the Saskatchewan Municipal Board for approval to include a portion of the cost of local improvements in estimates for the year or from general operating funds of the City of Humboldt under Section 44 of the Local Improvement Act, 1993.

 

Further that “Schedule A” be attached and form a part of the minutes as it  describes the local improvements.

SUBDIVISION APPLICATION – CSP FOODS:

Hauber/Malinoski:

That Municipal Affairs and Housing be advised that the City of Humboldt recommends the approval of a subdivision in the NE 19-37-22-W2M,

Parcel Y, Plan 97H02762 as shown on the proposed subdivision plan prepared by SESL Geomatics Ltd. Dated February 22, 2002.

 

                                                            Motion Carried.

 

SASK. WINTER GAMES – CORE COMMITTEE:

Mayor Dennis Korte stated that the City should recognize and thank the volunteers and the members of the Core Committee for all their work in the 2002 Saskatchewan Winter Games.  Members of Council were asked to think of ways to show this recognition and it was agreed that this matter would be placed on a future council meeting agenda for further consideration.
