MINUTES OF THE REGULAR MEETING OF COUNCIL HELD

MONDAY, SEPTEMBER 27, 2020

CALL TO ORDER:		Mayor Korte called the meeting to order at 7:32 p.m.

ADOPT AGENDA:		Eaton/Tuchscherer That the agenda as presented be adopted with the following additions: 7. �� Committee Reports. �� c)�� Minutes of the Leisure Services Committee Meeting �� held September 21, 2020. �� ii)�� Removal of trees at Civic Park & Social �� Heritage Garden (Councillor Winkel). �� Motion Carried.
APPROVE MINUTES:		Tuchscherer/Winkel That the minutes of the Regular Meeting of Council held September 13, 2020 be approved as recorded and circulated. �� Motion Carried.

SASK. BOOK AWARDS � REQUEST FOR CONTRIBUTION:		Tuchscherer/Yaworski That the City of Humboldt provide a contribution of $250.00 to the Short List Reading Tour Committee of the Saskatchewan Book Awards for hosting the Short List Reading Tour 2004 in Humboldt on November 10, 2004. �� Motion Carried.
DWIGHT & TAMMY RUF � DAYLIGHT SAVING TIME:		Winkel/Eaton That the Mayor and Council of the City of Humboldt, Saskatchewan support the establishment of Daylight Saving Time in the area described as Highway #35 East to the Manitoba Border and North and South from the Northwest Territories to the United States Border. �� Motion Carried.

WORKS & UTILITIES COMMITTEE MINUTES: ADMINISTRATION COMMITTEE MINUTES: LEISURE SERVICES COMMITTEE MINUTES: REMOVAL OF TREES � CATHOLIC CEMETERY: CITY MANAGER�S REPORT:	Doepker/Yaworski That the Minutes of the Works and Utilities Committee Meeting held September 14, 2020 be accepted for information. �� Motion Carried. Eaton/Doepker That the Minutes of the Administration and Protection Committee Meeting held September 20, 2004 be accepted for information. �� Motion Carried. Eaton/Tuchscherer That the Minutes of the Leisure Services Committee Meeting held September 21, 2020 be received for information. AMENDMENT: Doepker/Eaton That the Minutes of the Leisure Services Committee Meeting held September 21, 2020 �be amended by deleting the motion made by Councillor Eaton on Page 1 thereof regarding the Heritage Garden Project and inserting the following motion thereon: �That the Heritage Garden Committee be advised that Council supports the concept of a Heritage Garden in Civic Park; however, the Committee needs to provide a more detailed plan for the garden outlining a time frame for the project and a proposed budget prior to receiving final approval.� �� Amendment to Main Motion Carried. �� Main Motion Carried. Eaton/Yaworski That we approve the recommendation of the Leisure Services Committee to remove some spruce trees from the Catholic Cemetery at an estimated cost of $2,400.00. �� Motion Carried. Eaton/Tuchscherer That the City Manager�s Report dated SEPTEMBER 27, 2020 be accepted for information. �� Motion Carried.
PECUNIARY INTEREST:	Councillor Leon Doepker declared a pecuniary interest in the following matter and left the Council Chambers at 8:32 p.m.


PAY ACCOUNT:	Yaworski/Tuchscherer That cheque number 23152 payable to True Value in the amount of $304.52 be approved for payment. �� Motion Carried.

RETURN:	Councillor Leon Doepker returned to the Council Chambers at 8:33 p.m.

ACCOUNTS PAYABLE:	Yaworski/Doepker That the accounts payable for the period ending SEPTEMBER 27, 2020 as represented by general cheque numbers 23084 to 23242 inclusive, and as filed in the Accounts Payable Register be approved for payment.� �� Motion Carried.

CHAIR:	Mayor Dennis Korte vacated the Chair and Councillor Jack Tuchscherer assumed the Chair at 8:40 p.m.

PUBLIC HEARING BYLAW 18/2004:	Mr. Gary Jenkins and Mr. Jerome Indzeoski were in attendance at the Meeting to discuss the proposed amendment to the Zoning Bylaw that would rezone Parcel A, Plan D247 from A-Agricultural District to RA-Residential Acreage District. Mr. Jenkins requested clarification as to the regulations required for the location of barns or stables on residential acreage property. The City Clerk advised that the regulations indicated that no barn or stable could be built within 100 feet or 31 metres of adjacent property lines.

BYLAW NO. 18/2004: BYLAW NO. 19/2004: BYLAW NO. 19/2004: BYLAW NO. 20/2004: BYLAW NO. 20/2004: CHAIR:	Korte/Doepker Resolved that Bylaw No. 18/2004 being a bylaw to amend the Zoning Bylaw be read a third time and be now adopted. �� Motion Carried. Doepker/Eaton Resolved that Bylaw No. 19/2004 being a bylaw to amend the Zoning Bylaw be introduced and read a first time. �� Motion Carried. Korte/Yaworski Resolved that Bylaw No. 19/2004 being a bylaw to amend the Zoning Bylaw be read a second time. �� Motion Carried. Yaworski/Doepker Resolved that Bylaw No. 20/2004 being the Traffic Bylaw be introduced and read a first time. �� Motion Carried. Winkel/Eaton Resolved that Bylaw No. 20/2004 being the Traffic Bylaw be read a second time. �� Motion Carried. Mayor Dennis Korte resumed the Chair at 8:58 p.m.
